LIMA, Peru — President Martín Vizcarra dissolved Congress. Congress suspended Vizcarra. So who’s running Peru now? Peruvians woke Tuesday to find their country in political turmoil after late-night moves left the executive and the opposition arguing over which side was in charge. Pedro Olaechea, the president of Congress, accused Vizcarra of launching a coup.
